Alternative Free Server Plan

There should be an alternative free plan (maybe called "cat?") that gives less ram and storage in exchange for more CPU usage.

This is useful for servers that won't be loading new chunks very often, like minigame servers. I've found that I use a significantly higher proportion of the free plan's CPU than I do for RAM.
