server pausing with premium plan

basically the title, i have a forge 1.20.1 server that used to be the free plan then i upgraded it and changed the ip, every now and then the server disconnects everyone and says that it's paused, when joining again some progress made is lost, any idea how to fix? some users on this server get timed out but the server has cracked set to true so idk
