How to disable Query?

I want to disable the query or GS4 abut i can't seem to find from where to disable it since it is conflicting with my server and geyser port, when i set the enable-query to false on my server.properties manually the server automatically changes it to true and i don't know why so can anyone tell me how to disable query entirely?
