cant setup a simple voice mod

I've been struggling with this issue for a couple of days , I added addition port , changed the config file and etc , I even asked ai and it suggested using a proxy so I did exactly that and it still doesn't work , I'm playing on a chromebook with a Linux virtual machine, if anyone had the same issue please help.
